Originally patented in 1869. "Doctor" Macaura's Blood Circulator used a hand crank to induce vibration in a round plate, to which a number of attachments could be added.

Despite popular misconceptions, these were primarily sold for their described purposes as treatment for legitimate medical conditions (which would not include hysteria). However, it is equally certain that human beings being what they are, they were certainly used for sexual stimulation by many.

These come up occasionally on Ebay in the UK., sometimes with their original boxes. They're less common in the US, and the ones we've seen tend to be vastly overpriced.

There were several versions of this device produced. This is one of the latter models, probably from around 1910. It was originally silver, but the nickel plating on this particular piece is mostly worn off. showing the brass base. It is completely functional. Apart from the finish, the only other issue is a small crack in the cover along one edge. There are no attachments included, but the mounting hole is there.
